Pass a bill to Regulate ‘Pragia' Operations - parliament told

Pass a bill to Regulate ‘Pragia' Operations - parliament told

Assembly member of Besease-Jamasi in the Ejisu Municipal, Mr Samuel Danquah known popularly as SS has articulated that parliament must review the RTR Act, amend it in order for the motorized tricycles to operate.

The operations of tricycles by names, 'Pragia' and 'Aboboyaa' undoubtedly have vastly increased in the country.

Their services seem to help many people for the effective run of their businesses.

Many people benefit from it by means of transporting them to work places and areas of their comfort zones.

The riders use it to collect waste from various homes to make sure the environment is sanitized.

They carry other businesses necessary for the people of Ghana.

"Ghanaians have undoubtedly embraced their works".

Albeit, the Road Traffic Regulations 2012, L.I. 2180, Section 128 transparently prohibits the use of motorised tricycle for commercial purpose.

Mr SS Danquah believes that the bill must be reviewed in order to pave way for the legal operations of the motorised tricycles.

The bill should give authority to Assembly members of the country to monitor the activities of the operators.

"This will deter operators who infringe upon traffic lights and many other road offences".

He stressed that the bill must be implemented to proscribe under-age operators.

Persons under age 20 must not be allowed to use the tricycles.

PROVIDE ALL EDUCATIONAL NEEDS TO MAKE THE NEW CURRICULUM MORE USEFUL-Educate Ghana Summit Boss

The Research and Analysis team for Educate Ghana Summit has suggested that, implementation of the New Curriculum by GES in next academic year must come with all educational needs to make the new curriculum more useful.

Mr. Boadi William therefore, stated that, the new curriculum may turn to be a mirage if the necessary teaching and learning materials are not in existence. The outstanding Educationist said this on 11th of July 2019 when talking on midday news on Eastern FM, Koforidua.

He outlined the following reasons;
1. Lack of Teaching and Learning Materials:
Sadly, 'Ama Ghana' is 62 years old but most schools in Ghana lack teaching and learning materials(audio/visual) and serene environment that supposed to enhance effective education.
Many schools don't have access to internet and computers but they are learning Information and Communication Technology.

2. Lack of Infrastructure:
There are still some schools under trees and in dilapidated structures.
Many schools also lack furniture.
Akim Akokoaso SECTECH in the Ofoase Ayirebi constituency, Eastern Region, is a typical example. They lack desks and modern science laboratory.

3. The Teachers who are the pivot in terms of education are still crying for better conditions of service. Psychologically, they are not morally motivated to deliver very well in the classrooms. They need better treatment.

Besides, the concentration should not be on those in the cities and towns alone. Because, at the end of the day, those in both the city schools and villages are going to write the same exams.

On the more serious note, our culture as a country is weighty and we must not compromise.  We need not be in haste to implement any educational policy that may not stand the test of time.

MATTERS ON SAME-SEX MARRIAGES

MATTERS ON SAME-SEX MARRIAGES:
The Methodist Church of Ghana, has disassociated itself from a recent decision by its British counterparts to embrace same-sex marriages.

Speaking at a press conference, Presiding Bishop, Most Rev. Dr. Paul Boafo said the Church in Ghana is independent of the British and not bound by the decision taken at a conference in Birmingham.

“I want to state with some emphasis and also do so in no ambiguous terms that the Methodist Church Ghana is an autonomous conference with its own leadership.
“We have been independent of the British Methodist conference since 1961, however, historically, we have maintained the working relationship with the British Conference as the mother church that gave birth to the Methodist church Ghana,” he added.

Most Rev. Dr. Baofo noted it is for this reason that the leadership of the Methodist Church Ghana and that of the British participate in each other’s conferences and activities.

This heritage is shared with the Methodist Churches in other parts of West Africa including, Nigeria, Sierra Leone, the Gambia, Republic of Benin and several others.

This historical relationship notwithstanding, being autonomous, the Methodist Church Ghana is not bound by the decisions of the British nor any other conference anywhere, the Bishop stressed.

He added: “We are very aware of our Wesleyan heritage and what it entails and as an autonomous conference, we resolve to defend tenaciously the Biblical faith that was once delivered unto the saints especially as it affects, all areas of human life and our relationship with God in Christ Jesus.

Petroleum Agreement Very disappointing - Minority

the Ranking Member on Finance Mr. Cassie's Ato Forson has expressed disappointment over government’s decision to give huge tax waivers to ExxonMobil in approving the new Petroleum Agreement.

Let me say that personally, I am disappointed today. I think the give away was overly too much to the extent that we, as a country, have failed so far as our negotiations are concerned.”

Mr Forson was reacting to Parliament’s approval of the Petroleum Agreement between the Government, the Ghana National Petroleum Corporation, and ExxonMobil and Goil Offshore for the Exploration and Production of the Deepwater Cape Three Points Block.

He expressed worry about the negotiations relating to what he termed as additional oil entitlement, which would not bring benefit of the country.

He argued that the withholding tax on dividend, which should have been maintained at eight percent, was rather reduced to zero percent in violation of the country’s tax laws.

He also expressed concern about the withholding tax for sub-contractors and affiliate companies providing services to ExxonMobil, that should be maintained at 15 percent, but had been reduced to five percent, while that of local companies were also reduced from 7.5 percent to five percent, amounting to a huge revenue loss.

Mr Forson said contrary to the Income Tax Act (Act 896), that states that ExxonMobil could carry forward its losses for five years, it had now been extended to 10 years.

He said all the tax waivers granted ExxonMobil in the Agreement had huge revenue implication for the nation.

Mr Emmanuel Armah Kofi Buah, the former Minister of Energy, said though it was good to welcome ExxonMobil to the oil sector, the nation must make sure it did not lose out.

He said the country must make sure that the Agreement they entered into with ExxonMobil was balanced in terms of the key provisions.

Mr Buah said the Agreement ratified by Parliament was in complete violation of the country’s tax laws.

It is sad for me to say that the Agreement that has been ratified is in complete violation of our tax law…. I think it is important we address those issues when it comes to withholding tax, capital allowances….”

“The danger is that, we are going to set the precedent that any company that comes to Ghana to explore for oil, would be given the same exemption that you gave ExxonMobil.”

Dr Mohammed Amin Anta, the Deputy Minister of Energy, in a reaction to the Minority’s claim, stated that in spite of the exemptions given to the ExxonMobil the net oil that Ghana would get is up to 84 percent, which is the highest so far in the history of the country.

He explained that the last net oil the country earned under the National Democratic Congress administration was 74 percent.

He said of the 13 oil companies that the NDC Government signed on none of them was performing because they could not raise the US$890 million they were required for their operations.

“We are looking at companies that are competent, and with ExxonMobil you cannot contest their competency”.

Dr. Anta argued that it was very simplistic for the Minority to compare the previous petroleum agreements, which were shallow oil block, to the current ExxonMobil that was ultra-deepwater block.

He explained that all the oil companies that had come to Ghana in terms of their seismic acquisition average were about 1,000 square km but that of Exxon was 2,200 km square.

He said for the first time, technology transfer and annual training contribution were the highest, amounting to seven million dollars and two million dollars annually, respectively.

So look at the exemption we are giving but also look at what we are getting from Exxon, which we have not gotten from any other company in Ghana"
